- We are expanding our efforts in providing digital services for citizens. The goal is that the users have improved opportunities for digital dialogue and gain access to both personal data and general information which enhances their interaction with the city?s services. At the same time, our employees will to a greater extent be able to organize their workday by utilizing digital channels rather than by phone, with sustained information security, says Stein Schatvet, technical manager at the City Council department for the elderly and social services in the City of Oslo. Currently more than 22,000 City of Oslo employees use welfare solutions from Tieto. Services for the City's citizens will reuse and build upon existing services, particularly those used for contact with general practitioners.
- We are very proud to be a part of this project, not the least because the project will add value for both citizens and the City's employees. Currently, communication between citizens and the City is to a high extent based on letters, telephone and e-mail. There is thus a great need for more digital citizen services in the healthcare and welfare area, says H?vard Resl?kken, Head of Welfare Services, Tieto Norway.
Over the past year several Norwegian municipalities, the Norwegian Association of Local and Regional Authorities and the Norwegian Directorate of eHealth have funded and implemented a national pilot project that has assessed needs, solutions and benefits related to the development of digital services for citizens within both the public health centre services, school health services and municipal nursing and care services. On the basis of the pilot project, some areas have been given priority for digital citizen services based on the expected scope/volume, benefit for users and efficiency of services. The services that have been given priority are secure dialogue, viewing agreed and completed visits, cancelling visits and notification of completed visits.
In the continued development of digital services, the City of Oslo has emphasized good dialogue with suppliers, since integration with specialist systems is key to ensure good reuse of components and to establish standardized models for new services.
The deliveries are a part of the "Project for digital citizen services – Health." The project's objective is to offer digital services to citizens related to the nursing and care area, and will benefit both the City's employees and citizens. The project aims to deliver the digital citizen services for pilot operation in the City of Oslo in the autumn of 2017.
This is a national project where participating municipalities will design, develop, test and pilot solutions that are to be used by citizens and employees in all of the country's municipalities. The project's general objective is to establish digital citizen services related to home-based services on a national platform that may be used by all of Norway's municipalities.
